NASPAA, the Network of Schools of Public Policy, Affairs, and Administration, is the global standard in public service education. NASPAA is a nonprofit 501(c)(3) membership association with over 300 institutional member schools at U.S. and non-U.S. universities that award degrees in public administration, public policy, public affairs, nonprofit management, and related fields. The organization consists of nine full-time employees, and its mission is to promote education for public service.
About the Role
The Finance, HR & Development Manager is a key operational role supporting the day-to-day sustainability of our organization. This position handles financial processing and bookkeeping, assists with human resources administration, and contributes actively to fundraising. The ideal candidate is detail-oriented and organized, comfortable with numbers and databases, and brings genuine warmth to donor relations and staff support. This role is well-suited to someone early in their nonprofit career who wants broad exposure, real ownership, and room to grow. The individual will work closely with the Executive Director and Chief Operating Officer to maintain sound financial health and support organizational growth. All employees collaborate with global public affairs program leaders to advance education for public service.
Key Responsibilities
Finance & Accounting (55%)
- Manage day-to-day accounting using QuickBooks (or similar), including accounts payable/receivable, bank reconciliations, and month-end close
- Prepare monthly, quarterly, and annual financial statements and budget-vs-actual reports for the Executive Director and Board
- Support the development of and monitor the annual organizational budget in partnership with leadership
- Ensure compliance with nonprofit accounting standards (GAAP/FASB)
- Work with the Chief Operating Officer to coordinate annual audit and tax filings (Form 990) with external auditors
- Maintain financial policies and internal controls appropriate for a small nonprofit
Funding & Development Support (20%)
- Serve as staff liaison for NASPAA Development Committee
- Process and record charitable contributions accurately and in a timely manner
- Help ensure donations are processed in accordance with organizational policies, accounting standards, and applicable federal, state, and local regulations
- Maintain donation documentation to support audits, reporting requirements, and internal reviews
- Generate timely, warm donor acknowledgment letters and tax receipts
- Support fundraising campaigns, including list pulls, data cleanup, technical support, QR code development, and performance tracking
Human Resources (15%)
- Administer payroll processing and maintain employee records for nine employees in compliance with applicable federal and state laws
- Manage employee benefits enrollment and renewals (health insurance, retirement, etc.)
- Support recruitment, onboarding, and offboarding processes
- Maintain and update the employee handbook, HR policies, and job descriptions
- Serve as the primary first point of contact for HR matters, providing guidance on leave policies and workplace compliance, escalating complex matters to the Executive Director and COO
- Track PTO, timesheets, and staff certifications or required trainings
Other Duties (10%)
- Liaise with NASPAA Committees and Sections as assigned to ensure alignment of activities with NASPAA’s bylaws and strategic priorities
- Work with NASPAA staff to support NASPAA initiatives, including but not limited to the NASPAA Global Conference, the NASPAA Regional Conference, NASPAA Student Simulation Competition, among others
Qualifications
- Minimum of a Bachelor's degree in accounting, finance, public administration, nonprofit management, or a related field; Master’s degree preferred
- 2–5+ years of experience in nonprofit finance or administration; experience spanning HR and development preferred
- Proficiency in accounting software (QuickBooks Online preferred) and MS Office/Google Workspace
- Some familiarity with nonprofit fund accounting, grant tracking, or donor acknowledgment practices; willingness to learn what you don't yet know
- Strong organizational skills and the ability to manage competing deadlines independently
- Demonstrated discretion with confidential financial and personnel information

Specifications
- Salary range: $67,000-$80,000, commensurate with experience. The actual salary offered will take into consideration many factors, including but not limited to job-related knowledge, skills and experience, education, internal pay equity, and business needs.
- This is an exempt full-time position.
- This position does require limited travel for organizational events
- This is a Washington, D.C., based position and employees are expected to be in the office a minimum of two days per week.
