Maxwell School of Citizenship and Public Affairs

March 2004 * * * * * * * * * * * * Collaboration Between Maxwell School and Indian Institute of Management, BangaloreFor the past two years, the Maxwell School of Syracuse University has served as host to a group of 25-30 senior civil servants from India for seven weeks during the early fall. About one-half of the members of each group are members of the Indian Administrative Service (IAS), while the others represent such diverse services as the Indian Railways, the Indian Police, the Forestry Service, and Telecommunications. The Indian civil servants have at least eight years of experience within their service. Some participants have more than 20 years of service. The Program is carried out in conjunction with the Indian Institute of Management, Bangalore (IIMB), where the civil servants are enrolled in a newly created Post-Graduate Programme in Public Policy and Management. During their stay at the Maxwell School, the participants take a course entitled Comparative Public Policy Analysis. Comparative Public Policy Analysis is part of the degree requirement of the graduate degree offered by IIMB. The course, organized by Professor of Public Administration Larry Schroeder, includes 20 lectures by Maxwell School faculty on a variety of public policy issues facing the United States or other countries. The students also write a policy analysis paper on a policy issue of their own choosing and present it as part of the Symposium on Global Issues in Public Administration, sponsored by the Global Affairs Institute of the Maxwell School.
In addition to six weeks spent on the Syracuse University campus, the
students spend one week in Washington, DC, where they visit a number of
federal government offices in addition to the World Bank and an
internationally oriented think tank. The Programme is co-sponsored by the
Government of India, the United Nations Development Programme, and IIMB,
with the Maxwell School’s Executive Education Program serving as the
administrative unit coordinating all events. In 2003-04, as part of the
collaboration, two IIMB faculty members have spent several weeks at the
Maxwell School conducting research and observing classes. Similarly,
Maxwell School professors Larry Schroeder and Jeffrey D. Straussman
lectured at IIMB in 2002 and 2003. The Maxwell School/IIMB collaboration
has been extended for three more years based on the success of the
experiences in 2002 and 2003.
