Description	The design and implementation of a Program Analysis and Evaluation Unit within the Program of Political Studies of the State University of Rio de Janeiro, with the technical assistance of the Institute for Public Management and Community Service of Florida International University
Need	Although the Brazilian Federal Government (as well as State and Local Governments) has been lately spending large amounts of financial resources to cope with health, poverty and educational problems, there is no Research Center in Brazil committed specifically to Program Evaluation. Even after the recent Law on Fiscal Responsibility that has made evaluation obligatory, Brazil lacks experts and institutions that could fill this gap.
Objectives	Improve technical capabilities of the Program of Political Studies faculty to design and conduct evaluation research of public policies Implement a unit within the Program of Political Studies devoted to promote Evaluation
Accomplishments	The creation of the Center for Public Policy and Government Programs Evaluation, (CAPPG, in Portuguese)
