EVALUATION IN A NEW AGE: GLOBALIZATION, DEMOCRATIC GOVERNANCE, AND POLICY
ANALYSIS
The objective of this panel is to raise questions about the relationships
between evaluation and democracy, particularly focusing upon whether there
must be a theoretical change in evaluation in the face of the new
requirements imposed on states by a globalized economy, on one hand, and by
the needs of democratic governance, on the other. Many of the themes
discussed by political philosophers and political scientists often have not
found a place in evaluation research: social justice, collective
identities, right to difference, multiculturalism, etc. How can they be
included in meaningful ways?

MAKING SENSE OF EVALUATION: BEYOND EFFICIENCY AND EFFICACY
TO ETHICS
This panel seeks to raise the implications for evaluation research and
policy analysis of present-day developments in which ethics concerns have
been reintroduced into public administration practices. It is possible for
government-focused evaluation research to address ethics without losing its
concern with efficiency in the use of public resources and with efficacy
(producing real change in people’s lives) in service delivery?

This panel will discuss the importance of developing a methodology that can
assess policy impacts in a broader sense. It will examine the need to go
beyond assessments of goals and results to raise the question of whether
those programs or policies under analysis really respond to people’s needs.
