How do we manage the Collaborative State? Public managers increasingly need to reach outside their own agencies and manage cross-sector collaborations. Horne and Paris interviewed 30 experienced public and nonprofit managers and used grounded theory to distill how degree programs can better help students prepare for this new collaborative reality.
The Taken-for-Granted Labor of Communication: Seeing Beyond Words
Diane M. Kimoto
EL + CAT = Better Administration? Taking a novel approach, Kimoto combines theories of emotional labor (EL) and communications accommodation theory (CAT). Then, she details the “Seeing Beyond Words” exercise that can be used to help students usefully combine these theories to enhance public and nonprofit administration and reduce EL fatigue.
Modeling Team-Development Lifecycle in Public Administration Courses
Maja Husar Holmes
Cede control and trigger storming?! Many college courses include teamwork; Holmes argues we should go beyond simply using teams, and turn entire classes into team-learning exercises. By doing this, students actually learn how to create and manage teams, rather than just how to survive them. Read Holmes’ argument that the team-work teacher should embrace ceding control, and not only tolerate, but also trigger, the “storming” part of group-work.
Engaging Students to Connect Beyond the Text: A Reflection on the Value of Professionals as Adjuncts
Peter Letzmann, Ashley Nickels, & Jennifer Stockdale
Adjunct faculty with professional positions outside the academy can bring special strengths to teaching. Letzmann, Nickels, and Stockdale discuss how professional networks and experiences can be used to enrich learning outcomes.

An Education Strategy for Practitioners in Public Administration Master’s Programs
Frans-Bauke van der Meer & Arthur Ringeling
At the MPA program for practitioners at Erasmus University, Rotterdam, faculty have found that teaching mid-career students how to apply their new knowledge is not as easy as one might assume. In order to succeed, Van der Meer and Ringeling recommend first de-linking students from their unexamined assumptions, and then re-linking their new knowledge and practical experience in different, more useful ways. Van der Meer and Ringeling detail how this can be done.
Beyond Budgeting: Public-Service Financial Education in the 21st Century
Robert M. Purtell & James W. Fossett
Writing during this era of financial crisis, increased cross-sector collaboration, and a hollowing of the state, Purtell and Fosset persuasively argue that PA programs need to increase the sophistication of financial education. And, recognizing that it can be difficult to add courses to programs, they offer a plan.
Book Review: America, the Owner’s Manual: Making Government Work For You
Qian Hu notes that “A Learn-by-Doing Approach Makes this Book a Field Guide for Effective Citizen Participation” and that
America, the Owner’s Manual can be useful as the primary text in undergraduate classes or as a supplemental text in graduate classes.
